They are trying to gain approval using a loophole definition of net size. Lots of history here.

New rules go into effect Sunday that require anyone fishing from a boat in state waters off the Florida Gulf coast to use circle hooks, dehooking devices and venting tools when fishing for reef fish. The rules already apply in federal waters, further than nine nautical miles offshore.
